Enhancing the capabilities, productivity, and growth of both individuals and employers
With effect from 2 Jan 2020, SkillsFuture Singapore (SSG) has appointed British Council (Singapore) Limited (BCL) to administer the new Workplace Literacy and Numeracy (WPLN) assessments. The WPLN achievements attained by trainees from 2 Jan 2020 onwards will be non-WSQ.
From 1 Jan 2021 onwards, SSG will discontinue the issuance of Career Readiness Certificate (CRC) under the Employability Skills Workforce Skills Qualifications (ES WSQ). This is in response to the declining demand for CRC over the years, the changing profiles of our local workforce, the availability of alternative ES-related training options and the shift in the delivery model for the WPLN assessments. WSQ trainees may still qualify for and be awarded the CRC by fulfilling all requirements of the CRC on/before 31 Dec 2020.
The following are key dates for noting by ES WSQ ATOs and WSQ trainees:

Last day of assessment for WSQ WPLN conducted by SSG’s Centre for Employability Services (CES) for WSQ trainees.
14 December 2019 – 1 January 2020
WPLN assessments not available during this period.
2 January 2020 onwards
New non-WSQ WPLN assessments are administered by BCL from this date.
2 January 2020 – 31 December 2020
WSQ trainees who fulfil the CRC requirements will receive one of the following two versions of the CRC within the stated dates:
(i) For trainees with three Statements of Attainment (SOAs) reflecting WSQ WPLN achievements - CRC and WSQ transcript showing the WSQ WPLN achievements will be issued
(ii) For trainees with at least one new non-WSQ WPLN achievements - CRC, WSQ transcript and a supplementary transcript showing the new non-WSQ WPLN achievements will be issued
31 December 2020
Last day for WSQ trainees to complete all assessments and fulfil the requirements of the CRC, including the WSQ WPLN achievements or new non-WSQ WPLN achievements, if they wish to qualify and be awarded the CRC.
1 January 2021 onwards
The CRC will be discontinued. Any assessment (including the new non-WSQ WPLN) which form the CRC requirements and attained from this date onwards will not be recognised for the award of CRC.
However, WSQ trainees who have met the requirements of the CRC before 1 Jan 2021 may request for the issuance of the CRC by 31 Mar 2021.

`The Workplace Skills Series are offered at two occupational levels - Operations and Supervisory.
For those who take instructions and are not responsible for supervising others.
For those who are responsible for supervising the work of others in their unit.
The WPS training modules may be taken individually by workers to address specific gaps in current skills, or as a complete programme cumulating to a Career Readiness Certificate (CRC). Below are the courses under the WPS series:

Statement of Attainment (SOA)
For Workplace Skills (WPS) and Executive Development and Growth for Excellence (EDGE) training, you will receive a Statement of Attainment (SOA) upon completing a WPS or EDGE training module and being assessed as competent at the end of the training. This means that you are certified by the SSG as being able to perform a task appropriate to your occupational level and work demands.
Career Readiness Certificate (CRC)
Upon obtaining the required achievements under Workplace Literacy, Workplace Numeracy and WPS/EDGE, you are eligible to apply for a Career Readiness Certificate (CRC).
The CRC also offers flexibility by including a limited number of industry-specific training drawn from other WSQ industry skills courses. A total of ten achievements are required to attain the CRC.
From 2 Jan 2020 onwards, WSQ trainees who fulfil the CRC requirements will receive one of the two versions of the CRC. This depends on whether they possess the WSQ WPLN or new non-WSQ WPLN achievements. The first version comprises the existing CRC and WSQ transcript showing the WSQ WPLN achievements. The second version comprises the existing CRC, the WSQ transcript and a supplementary transcript showing the new non-WSQ WPLN achievements attained.
Table 1 below provides an overview on the CRC version which will be issued to WSQ trainees under two scenarios whether they hold only WSQ WPLN achievements, or new non-WSQ WPLN achievements.

CRC Version to Issue
WSQ trainee who has completed and attained all three (3) WSQ WPLN achievements on/before 13 Dec 2019 and fulfilled the rest of the requirements for the CRC on/before 31 Dec 2020 [i.e. attained the remaining seven (7) WSQ SOAs for ES WSQ and other WSQ modules, where applicable].
WSQ trainee will receive the following:
WSQ trainee who has not completed and attained any of the three (3) WSQ WPLN achievements on/before 13 Dec 2019. WSQ trainee may register with BCL for the new non-WSQ WPLN assessments. He/She may request for the CRC upon attaining the new non-WSQ WPLN achievements and fulfilling the rest of the requirements for the CRC on/before 31 Dec 2020 [i.e. attain the remaining WSQ SOAs for ES WSQ and other WSQ modules, where applicable].
