15,000 Supply Chain and Logistics Professionals to be Upskilled through Tripartite Partnership between NTUC, SkillsFuture Singapore and ST Logistics

As a SkillsFuture Queen Bee, ST Logistics will partner NTUC and SSG in a tripartite partnership model through the cluster Company Training Committee initiative, to support SMEs in identifying the skills and training needs for their business operations and growth.

The National Trades Union Congress (NTUC), SkillsFuture Singapore (SSG) and ST Logistics signed a new Memorandum of Understanding (MOU) today at the Supply Chain Learning Festival 2025, themed “Shaping Tomorrow’s Supply Chain Through Skills: Innovate. Digitalise. Scale”. The MOU formalises the tripartite commitment to upskill 15,000 workers in Digitalisation, Sustainability and Workplace Safety — key areas that will enhance sectoral resilience and future-readiness amid global economic uncertainties, technological disruptions and shifting trade patterns.

The MOU was signed by Mr Tan Chee Wee, Director of Industry Training and Transformation, NTUC, Mr Tan Tow Koon, Group Director, Communications & Engagement Group, SkillsFuture Singapore, and ST Logistics CEO Mr Loganathan Ramasamy. The ceremony was witnessed by Guest-of-Honour, NTUC Secretary-General Mr Ng Chee Meng; SSG Chief Executive Mr Tan Kok Yam; and ST Logistics Chairman Mr Lim Chuan Poh.

NTUC Secretary-General Mr Ng Chee Meng said, “AI and digitalisation are reshaping the supply chain and logistics landscape — bringing not just technological change but a seismic shift in the nature of work. Job roles are being redefined and skillsets need to be recalibrated. While some jobs may be phased out, new opportunities are emerging, and this transformation is just the beginning. This Queen Bee strategy, which incorporates the NTUC Company Training Committee at a cluster level, signifies a key step in turning awareness into actionable skills and tools, with the aim of upskilling 15,000 workers from ST Logistics and its network of suppliers. We remain committed to helping our workers build future-ready skills, stay competitive, and access meaningful career pathways — along with better wages, welfare, and work prospects.”

ST Logistics Re-appointment as a SkillsFuture Queen Bee in Supply Chain and Logistics Sector, Strengthens the Support for Queen Bee Ecosystem with Learning and Development Partners

ST Logistics has been re-appointed as a SkillsFuture Queen Bee in the supply chain and logistics sector for another three years, as it pivots into a tripartite partnership with NTUC and SSG. This follows a successful two-year tenure, during which ST Logistics had supported 80 SMEs in its network with their transformation through adopting Automation, AI and Autonomous technologies and competencies.

In the new partnership term, ST Logistics will go further by supporting at least 150 SMEs in advancing their workforce capabilities. ST Logistics will continue to lead industry-wide efforts to promote training and upskilling through targeted, outcome-driven programmes. These initiatives will focus on key transformation areas, including Digitalisation with AI, Sustainability, and Workplace Safety, with the objective of improving business performance and fostering long-term industry resilience.

Towards this end, ST Logistics will deepen its collaboration with partners such as NTUC LearningHub (NTUC LHUB), National Centre of Excellence for Workplace Learning (NACE) Led by Nanyang Polytechnic (NYP), and National University of Singapore (NUS) to co-develop industry-relevant training and workplace learning solutions tailored for SMEs. These partnerships support the design of customised courses in areas like AI, sustainability and digital supply chains, offer role-based upskilling through platforms like the NTUC LHUB Learning eXperience Platform (LXP), and promote structured workplace learning via the National Workplace Learning Framework. Together, they strengthen the Queen Bee network by making training more accessible, practical and aligned to the evolving needs of the logistics sector.

In addition, ST Logistics will roll out a digital portal that brings together curated training, progress tracking, and best-practice sharing, while integrating initiatives from partners – NACE Led by NYP, NUS, NTUC LHUB, Republic Polytechnic (RP) and Singapore Institute of Technology (SIT) - in areas such as workplace learning, sustainability and AI. The portal also enables sector-wide adoption of shared innovations, such as AI-enabled demand forecasting across the Queen Bee network.

NTUC and ST Logistics to drive Workforce and Industry Transformation in the Supply Chain and Logistics Sector through Cluster Company Training Committee

Under the new tripartite partnership arrangement, ST Logistics’ appointed Skills Managers will integrate NTUC’s suite of resources into their outreach and advisory support provided to ST Logistics’ suppliers. This offers more comprehensive help for SMEs and their workers, particularly through aligning skills upgrading with innovative business transformation efforts. This will allow SMEs to future-proof their capabilities and equip workers with the relevant skills needed to navigate evolving industry trends and technologies.

As the SMEs and their workforce are progressively upskilled and reskilled in the three focus areas, ST Logistics, a unionised company with Supply Chain Employees’ Union (SCEU), will work closely with NTUC and its suppliers to co-develop transformation plans and identify scalable solutions that address common challenges across its supplier network. A sectoral Operation and Technology Roadmap (OTR) exercise serve as a platform for ST Logistics and its ecosystem of suppliers to jointly co-create ideas, identify common pain points and problem statements, and explore potential shared solutions.

NTUC will further support ST Logistics and its network of suppliers with capability assessment resources such as NTUC’s Company Training Committee (CTC), the Environmental, Social, and Governance (ESG) Diagnostics Assessment and AI Transformation Blueprint. These resources will help the suppliers evaluate their current capabilities and identify areas for transformation in a structured and effective manner. They may leverage NTUC CTC Grant, which co-funds up to 70 per cent of qualifying cost for transformation projects or training tied to the transformation project with business capability building, innovation, or productivity improvements. These efforts will enable workers to benefit with better wages, career development plan and/or skills allowance.
