Circular Applicable to Registered Training Providers

1. This is a Circular Applicable to Registered Training Providers issued for the purposes of the SkillsFuture Singapore Agency Terms for Training Providers (“Terms”).

2. With effect from 1 April 2026, Clause 5.3B of the Terms shall be deleted in its entirety and replaced with the following contents:- 

“5.3B   In respect of any of your SSG-Funded Courses which is also a (a) Certifiable Course, and (b) non-WSQ course, for as long as that course remains an SSG-Funded Course, a Certifiable Course, and a non-WSQ course, you shall ensure that all Adult Educators assigned to that course who conduct training and/or assessment(s):-

(a)   are registered with the National Adult Educator Registry managed by the Singapore University of Social Sciences- Institute for Adult Learning Singapore (the “AE Registry”); and

(b)   possess at least one of the following:-

(i) the WSQ Advanced Certificate in Training and Assessment (“WSQ ACTA”); or
(ii) the WSQ Advanced Certificate in Learning and Performance (“WSQ ACLP”); or
(iii) such other qualification as may be deemed by SSG (in its sole discretion) to be an equivalent of the WSQ ACTA or WSQ ACLP

(the “Trainer and/or Assessor AE Qualifications”).”   

3. With effect from 1 April 2026, Paragraph 5 of Appendix C to the Terms shall be deleted in its entirety and replaced with the following contents:- 

“5. Your application must reflect that the course for which you make your application fulfils the applicable requirements set out in Table 1 below.

All Adult Educators assigned to the course who design and develop curriculum must:-

(a)  be registered with the AE Registry; and

(b) possess at least one of the following:-

 (i) a WSQ Diploma in Adult and Continuing Education (“WSQ DACE”); or

(ii)  a WSQ Diploma in Design and Development of Learning for Performance (“WSQ DDDLP”); or

(iii) such other qualification as may be deemed by SSG (in its sole discretion) to be an equivalent of the WSQ DACE or WSQ DDDLP.

All Adult Educators assigned to the course who conduct training and/or assessment(s) must:-

(a)   be registered with the AE Registry; and

(b)   possess at least one of the Trainer and/or Assessor AE Qualifications.

In-House WSQ Registered Training Provider

All Adult Educators assigned to the course who conduct training and/or assessment(s) must be registered with the AE Registry.

There must be at least one Adult Educator assigned to the course who is both a trainer and curriculum developer for the course, and such an Adult Educator must possesses at least one of the Trainer and/or Assessor AE Qualifications.

"

4. With effect from 1 April 2026, Paragraph 7(b)(iv) of Appendix C to the Terms shall be deleted in its entirety and replaced with the following contents:- 

“(iv) if you are a Public non-WSQ Registered Training Provider, all Adult Educators assigned to the non-WSQ course (for which you apply for Funded Course Status) who conduct training and/or assessment(s):-

(A)  are registered with the AE Registry; and
(B)  possess at least one of the Trainer and/or Assessor AE Qualifications.”
