Since 2011, Workforce Singapore (WSG), the National Environment Agency (NEA) – the government agency responsible for sustaining a clean and green environment in Singapore, together with the Waste Management and Recycling Association of Singapore (WMRAS), have jointly developed a Singapore Workforce Skills Qualifications (WSQ) Framework for the waste management and recycling industry.
The Waste Management and Recycling WSQ is a nationally recognised, competency-based training, and assessment system validated by industry players and regulators. The Framework provides a structured training and skills upgrading system in 3 main areas:
- Waste Handling and Transportation
- Waste Processing and Recycling
- Waste Disposal and Control
As of June 2016, approximately 2,700 workers have been trained under the Waste Management and Recycling WSQ Framework. Currently, all General Waste Collectors (GWCs) have to be licensed by NEA to handle certain types of waste (refer to table below on Class A, B, C licensing).
